National seminar on
“Strengthening Development Process in North East
India: Identifying Scope & Challenges in Development
& Governance”
The seminar –cum –
consultation on NE Development and Governance was
organized by NECRD in collaboration with NEDF (North
East Development Foundation) at
New Delhi on 30th
October 2009 to discuss key aspects of rapidly
changing dynamics of development and governance
matters pertaining to NER. It was to take stock of
transformation in development and governance in a
pre and post liberalization phase of India and
address the new dynamics that are likely to shape
the strategy agenda for the development of policies
and institutions. The seminar aimed to reaffirm the
importance of development and governance research
pertaining to NER in meeting regional challenges, as
well as in building more inclusive, equitable and
sustainable knowledge economics and societies. The
seminar culminated with streamlined recommendations
on various aspects of effective governance in the
region and proposed a streamlined role of
district and village
administration taking recourse to social and
community audit through appraisal of Programmes
either by government or by other stakeholders in a
timely and transparent manner in order to create
sustainable community
assets and inculcate a spirit of ownership
among the communities. The forum called for
community monitoring, opinion based decision making
and evidence-based decision making in order
to bring a sense of ownership among communities.
